Delegation of IDM Approval Authority

Controlled master

The controlled master is the file on the IDM server, at the location shown above. Download it here; the text below is a convenience rendering of the same document. Where the two differ, the server file governs.

An approval signature in this system has to be traceable to the authority under which it was given. Where that authority sits outside IDM, the instrument granting it is itself a controlled record — otherwise an assessor finds a signature and the system has no answer as to who authorised it.

This record states what IDM has delegated, to whom, and what it has not. It is not operative until signed.

What can be delegated

IDM's own approval lines: the Managing Director and General Manager approvals on the scope statement, the organisation and responsibility allocation, the RWC appointment, the service agreement, the internal audit actions and the management review. The record carries a column for IDM to mark each one in or out of scope; anything left blank is not delegated.

What cannot

Withheld Why
Approvals reserved to the Responsible Welding Coordinator The RWC is an appointed role under BS EN ISO 14731, and at CL2 it requires comprehensive technical knowledge. An organisation may delegate its own authority; it cannot confer a competence it does not hold. Those approvals are held under WMS-A-05.
Welder and operator qualification continuity confirmations These validate a welder's certificate rather than approve a document. The 2024 stainless round requires the RWC's written decision before any confirmation is back-signed. The BS EN ISO 9606-1 clause text governs who may sign — check it rather than relying on this page.
Approval of a document by the party that prepared it Preparation and approval are separate lines on purpose: the approval is IDM adopting the document as its own. Where one party signs both, the independent check is gone.

Preparation and approval by the same party

Most documents here carry a Prepared by (CRGI) line and a separate IDM approval line. Where a delegation results in the same party signing both, IDM records in the document whether it has considered that and accepts it, or restricts the delegation so a second IDM signature is kept.

A certification body will ask which was decided. The record has somewhere to write the answer.

Controlled copy. The controlled master of every document in this system is the file held on the IDM server in the welding management system folder structure. This portal is a controlled view of it. Where the two differ, the server file governs.
