DRAFT — items to confirm before issue
- Execution Class: EXC2, confirmed by IDM. The determination record setting out the consequence class, service category and production category relied upon is to be completed and held as a controlled record — the certification body will ask on what basis EXC2 was arrived at.
- EN 15085-2 certification level: CL2, confirmed by IDM as applying across the whole rail product range. CL2 is also imposed in writing by the customer on Alstom drawing 24308 (Class 22X), which specifies CP C2 and weld inspection class CT 3. Any enquiry indicating a weld performance class above the range covered by CL2 is referred to the RWC before quotation.
- Responsible Welding Coordinator: external appointment (Axis NDT). IWE/EWE competence evidence has been requested from the RWC and is awaited; on receipt it is verified against BS EN ISO 14731 at the level required for CL2 across all materials in scope, and held as a controlled record. A deputy or cover arrangement remains to be nominated. [TBC]
- Material scope: carbon steel primary; stainless steel secondary (existing evidence); aluminium deferred. The mild-steel-to-cast-iron joint using pure nickel filler on the Alstom 24308 job falls outside this scope and outside every current WPS, WPQR and welder qualification. The RWC is resolving it, by procedure and welder qualification or by formal exclusion. This manual is not issued until the outcome is recorded here and the scope in Section 1 updated to match. - Certification body: TWI Certification, appointed for all three standards as a single coordinated programme. The TÜV NORD intake form held in the evidence pack is superseded and withdrawn from use. Confirm with TWI at application that the existing third-party witnessed WPQRs (TÜV UK references 22477 and 24198, and TWI reference 21033) are accepted without re-qualification, and obtain that acceptance in writing. - Legal entity name: confirmed as IDM Engineering (Chester) Ltd. Every document in the welding management system, and the certification application, is to carry this name. Documents still showing “IDM Engineering Ltd” — including the Welder-ID roster — are to be corrected at next revision. [Action]
- Welding Coordinator (internal): proposed as N. Collins-Hopkins. Three conditions apply before the appointment is recorded — (a) competence for the coordination tasks in Annex A assessed and recorded against BS EN ISO 14731 by the RWC, since a welder qualification is not a coordination competence; (b) the independence rule in Section 7 applied, as the post holder is a production welder; (c) the post holder’s own welder qualification and continuity position resolved by the RWC. - Notified / approved body involvement and record retention periods are to be verified against the current text of BS EN 1090-1 and BS EN 15085-5 before issue. This draft does not assert clause content. [TBC]
